The 23rd Annual New Teachers Luncheon sponsored
by the Atlanta Area Chamber of Commerce is
scheduled for Wednesday, August 11th, 2010 from
11:30am – 1:30pm at the Mattie Lanier Richey
Center. This luncheon is held for new teachers in
the Atlanta, Bloomburg, McLeod and Queen City
Independent School Districts. We look to have
between 50 – 55 new teachers this year. This
year’s meal sponsored by Cass County Bank will be
catered by The Silver Spur Texas Grill. We
are asking all businesses in the area to bring any
and all business items they would like to have
placed into tote bags for all new teachers. Pens,
pencils, note pads, key chains, etc are good
company type logo items to put in the bags to let
the teachers new to the area know what services
are offered in our communities. The bags will be
donated by Atlanta Athletics.
The Chamber is also asking for door prizes from
local businesses to be given out to the teachers
during the luncheon.
Door prizes and/or business items can be dropped
off at the Chamber no later than Friday, August
6th. You may call the Chamber at 903-796-3296 and
we will pick them up.

North East Texas Youth Football League
Youth Football Registration
Registration for the North East Texas Youth
Football League will be held Saturday, 7/31 and
Saturday, 8/7 from 10:00am until Noon at the
Atlanta City Auditorium. The registration fee for
Flag football players (ages 5-7) is $45. The
registration fee for tackle football players (ages

Free Youth Football Camp
The 7th Annual Free Youth Football Camp sponsored
by the North East Texas Youth Football League will
be held at the youth football field (behind the
AFD on the corner of S. Louise and Piermont
Streets) on Saturday, August 14th from 9:00 –
Noon, with registration beginning at 8:30. The
camp is free for all area youth ages 5-12. For

The Texas
Department of Public Safety has published proposed new rules
for the Driver Responsibility Program (DRP) to address the
program’s financial impact on low-income individuals who are
living at or below the poverty level.
The Driver Responsibility law, passed during the 78th Texas
Legislature, established a system to assess surcharges based
on certain traffic offenses that occurred on or after
September 1, 2003.
The 81st Texas Legislature amended the law to require a
reduction for indigent individuals.
Surcharges due every year for three years include convictions
for:
• Failure to maintain insurance and driving while license
invalid—$250 per year
• Driving without a valid license—$100 per year
• DWI-related offense
$1,000 per year for first offense
$2,000 per year if the court reports an alcohol concentration
of .16 or more
$1,500 per year for a subsequent conviction within the
three-year period
All charges are cumulative.
The newly proposed rule would:
• Set DRP indigency at 125% of the poverty level.
• Allow electronic application online or by telephone.
• Require applicants to submit supporting documentation.
• Allow the Department to contract with a third party for
application verification.
• Mandate a letter of approval or denial be mailed to any
applicant.
• Provide applicants 90 days to pay the reduced fee, in full,
and provide proof of insurance.
The Public Safety Commission voted to repeal the existing
administrative rule (Subchapter J, §15.163), and replace it
with the proposed indigency reductions. The proposed rule was
published in the Texas Register on March 5, 2010 (http://www.sos.state.tx.us/texreg/index.shtml),
and the Department will accept comments on the proposed rule
for 30 days. The Texas Register posting includes information
on how to submit comments.

adoption. There are some really nice animals there just
waiting for someone to give them a good home. Always keep the
shelter in mind when looking for a new pet. The number is

Volunteers Make the Difference for
Texas Children in Foster Care
When a child enters
the foster care system because his or her home is no longer
safe because of abuse or neglect, a judge may appoint a
committed volunteer, called a CASA or Court Appointed Special
Advocate™. CASA volunteers research case records
and speak to everyone in a child’s life, including their
family members, teachers, doctors, lawyers, social workers and
others. The volunteer’s independent evaluations and advocacy
help judges make the best decisions needed to help keep the
child safe. Texas CASA needs volunteers from all over the
state. Volunteers can come from all walks of life.
Substantial training is provided and volunteers are never
expected to place themselves in dangerous situations.
CASA volunteers offer children a consistent, helping hand to
guide them through the foster care system to safe, permanent
homes.
